User Defined Routing (UDR) will not work without VNet peering as this is used as a routing table between resources. Network Security Groups will not accomplish this task as NSG’s allow/block traffic and does not establish a connection between VNets, However NSG rules should be viewed to ensure that traffic between the VNets is not blocked if you have a long list of deny rules.
