Enable Developer to Upload and Test Custom App in Microsoft Teams

To enable the developer to upload and test the custom app in Microsoft Teams, you should configure an app permission policy that applies to the developer only.

App permission policies are used to control who can upload and install apps in Microsoft Teams, and what kind of apps can be installed. By default, all users in the organization can install apps in Microsoft Teams, but by creating an app permission policy, you can control who can install apps, and what kind of apps can be installed.

To create an app permission policy that applies to the developer only, follow these steps:

1. Sign in to the Microsoft 365 admin center with your administrator account.
2. Go to the Teams admin center by clicking on Teams in the left-hand navigation menu, then clicking on Teams apps, and then clicking on Permissions policies.
3. Click on the Add button to create a new app permission policy.
4. Give the policy a name, such as "Developer App Permission Policy".
5. In the Who can upload and manage apps section, select the "Only users in specific roles" option, and then add the developer's user account to the list of allowed roles.
6. In the Which apps can be uploaded or installed section, select the "Specific apps and settings" option, and then upload the .zip file containing the app package for the custom app.
7. Save the policy by clicking on the Save button.

With this policy in place, the developer will be able to upload and test the custom app in Microsoft Teams, while other users in the company will not be able to see or install the app. Once the app has been tested and is ready for release to all company users, the app permission policy can be modified to allow all users to install the app.
